Presumably the number of jobs comes from Google Base uploads by the sites advertising, as it appears to be dynamically generated by Google.
The apparent test was spotted by James Carswell of Periscopix in the UK, who notes that the sites showcased in the test are all using the Madgex job board software.
Google is always testing various options for displaying AdWords, and introduces them widely if they seem to have a meaningful impact on performance.
